Commissioner Health and Food Safety
Vytenis Povilas Andriukaitis was appointed European Commissioner for Health and Food Safety
in November 2014.
He was born on August 9 in Siberia where his family was deported in 1941. He returned
in 1959 together with his mother and two brothers. His father was allowed to return only later. Vytenis Andriukaitis graduated in medicine in 1975 and has been practicing
surgeon, specialising in cardiovascular surgery in 1989, for more than 20 years. He also holds
a degree in History from Vilnius University acquired in 1984.
As of 1969 he was active in the anti-Soviet movement. His political engagement started
already in 1976. He was one of the founders of the Lithuanian social-democrat party. In
1990 he was elected to the Supreme Council of the Republic of Lithuania which
preceded Seimas (Lithuanian Parliament) and was one of the co-authors of Constitution of the
Republic of Lithuania adopted in 1992 as well as a signatory of independence act of Lithuania.
Andriukaitis was a Member of Parliament for six mandates. During that period he has been the
Deputy Chairman of Committee on European Affairs, the member of Foreign Affairs Committee
and Vice-President of Social-Democrat party. The Commissioner has also led the Lithuanian
delegation to the Convention on the Future of Europe. From 2012 to 2014 Vytenis Andriukaitis
was minister for Health.

John Bowis is President of Health First Europe; Chairman, Health Advisory Board, GSK; Adviser
to FIPRA, Policy Action and Instinctif; Board Member: TBVI, Global Initiative on Psychiatry,
Gamian Europe, European Men’s Health Forum, European Institute of Health, Sane, Mental
Disability Advocacy Centre and Maastricht University European Health Faculty; Patron Fund
for Epilepsy; Vice President, Diabetes UK; Ambassador, National Aids Trust and Alzheimer’s
John Bowis is a former Member of the European Parliament for London (1999-2009) and
EPP/ED Group Coordinator/Spokesman on Environment, Health and Food Safety and a
former Member of the Development Committee and Vice President of ACP JPA. He is also
a former International Policy Adviser to the World Health Organisation on global campaigns
and former Member of UK Parliament for Battersea. He served as UK Health Minister 1993-6
and Transport Minister 1996-7. In 2003 he was elected Hon. Fellow of the Royal College of
Psychiatrists and in 2009 Hon. Fellow of the Royal College of Physicians, Mr. Bowis was the
first recipient of the European Public Health Alliance Award for Service to Public Health 2009.
Nicole Denjoy is the COCIR Secretary General since 2005
and is based in Brussels. She has gathered more than 30 years of experience in
the medical technology industry, working for companies including L’air Liquide,
Ohmeda, Boston Scientific and Baxter. Nicole has a Masters in Organisation and
Nicole represents COCIR in a variety of influential
fora at European Level as well as at international level. Nicole is also
Vice-Chair of DITTA, the Global Trade Association representing Medical Imaging,
Radiation Therapy and Healthcare IT Industry (www.globalditta.org) and leads
the DITTA Industry in official relationships with WHO since DITTA was granted a
NGO status. In addition and since May 2010, Nicole is Chair of the BIAC
Committee on Health Care Policy representing the private business sector in
front of the OECD Health Committee.
John Dunne is President of Eurocarers, the European umbrella organisation representing
carers organisations. Since 2011 John is Chief Executive of The Carers Association, Ireland’s
national voluntary organisation for and of carers in the home. The Carers Association aims to
empower family carers, ensure that family carers have the fullest and best quality supports
possible, provide an effective and representative voice for family carers; and achieve greater
public awareness of family carers and care issues.
Previous appointments include Chief Executive of the Chambers of Commerce of Ireland; Chief
Executive of the National Youth Federation (Ireland’s largest youthwork organisation); Deputy
Director-General of the International Fund for Ireland and Chef de Cabinet to the Minister for
Foreign Affairs. Chairperson of youngballymun since 2006; Chairperson of the Community

European Cancer Patient Coalition (ECPC)
Francesco joined ECPC in March 2014 as Public Affairs Coordinator. He obtained a cum laude Master in International Relations and Diplomacy from the University of Trieste-Gorizia with a thesis on EU enlargement. In Brussels, Francesco worked for regional representatives, NGOs, research centres and the European Commission (Joint Research Centre). His experience working on cancer dates back to 2013, when he joined ECCO and SIOPE Public Affairs team. This experience raised his awareness of the challenges faced by patients. Hence, he quickly moved to the side of patients, putting his policy and public affairs skills to ECPC’s service, helping the ECPC Board to produce a new policy strategy (“Europe of Disparities in Cancer”) and to deliver several high profile projects. Francesco is a fellow Young Gasteiner and a Member of the European Health Parliament.
European Union of Private Hospitals (UEHP)
in Italy and trained at international level, Ms Ilaria Giannico holds an
Advanced Master in Interdisciplinary Analysis of European Construction and she
speaks four languages.
Giannico is experienced in EU Affairs and EU funding programmes. Her
professional background includes the collaboration with the Belgian-Italian
Chamber of Commerce and the activity at Confindustria Delegation to the EU,
working in close relationship with the EU institutions.
Head of Unit Health, Well-being and Ageing DG CONNECT
González-Sancho is the Head of the Unit “eHealth, Well-Being and Ageing” at the
European Commission, within the Directorate General “Communication Networks,
Content and Technology” since July 2016 (DG CONNECT,
previously held different positions in DG CNECT, including Head of Unit for
Administration and Finance, Deputy Head of Unit for Policy Coordination and
Deputy Head of the Unit “ICT for Inclusion”. During this period, he worked on
successive policy strategies (“e-Europe”, “i2010”, “Digital Agenda”) as well as
policy initiatives and R&D&I projects on ICT for social inclusion,
accessibility, public services and skills.
was also Member of Cabinet of the European Commission Vice-President
responsible for the Digital Agenda, Neelie Kroes. He also worked as legal
officer on telecommunications regulation, and as handler of trade defence
investigations in DG TRADE.
County Council Commissioner and Executive Board Member
Ms Granström holds a Master in Nursing Science, Gerontology and Public Health. Currently
she is President of the Assembly of European Regions (AER) Committee for Social Policy
and Public Health and also County Council Commissioner for the Norrbotten County Council.
Agneta has a long standing commitment to using new technologies for providing better
healthcare to all people. She founded the AER eHealth network in 2006 and was recently
appointed as Vice Chair for the Swedish Association of Local Authorities and Regions
Agneta has extensive professional experience in the healthcare sector. She has worked as
a chief community nurse, a state registered nurse, and as lecturer at the Department of
Healthcare Sciences at Luleå University of Technology, Sweden. Granström possess both
wide clinical expertise in primary and in elderly health care. As a political leader and policy
maker, she also has a profound understanding of the organizational and political challenges
in redesigning healthcare and can offer unique insights into how we can jointly transform

Dr. Guldemond has a background in electric engineering and medicine. He is advisor on eHealth and healthcare transformation for various national/regional eHealth institutes NHS UK, Russia, Norway, China, Poland, Germany, Belgium as well as multinational companies in Pharma (Roche, Novartis, Genzyme), Medtech (Philips, MEDTRONIC), health IT (Microsoft, Ascom, Ortec, Vodafone) and finance (Rabobank, Natwest, RBS). Dr. Guldemond is on behalf of the Netherlands Federation of University Medical Centres (NFU) architect of the national eHealth implementation research agenda and health track leader of the big data alliance.

Joost Leeflang started his career at Philips in 1995
with various sales roles at Philips Consumer Electronics. Between 1999 and 2004
he held marketing and sales positions for various businesses, with geographical
responsibilities for Europe, Asia, Africa and the Middle East.
Joost has built a track record as a transformational
manager, with almost 20 years of successfully turning around a variety of
businesses and driving them to top and bottom line growth. In April 2015, he
was appointed Senior Vice President & Business Leader for Diagnostic Imaging
with global responsibilities. Next to his professional role, he is Treasurer of
the Foundation “Friends of the Hermitage, Amsterdam” and a member of the
advisory board of the Polish Chamber of the Netherlands Council for Trade
International Foundation for Integrated Care (IFIC)
Leo was welcomed to the International Foundation for Integrated Care Team in early 2013
as a Senior Fellow leading IFIC’s work in a number of EU funded ICT enabled eHealth and
integrated care projects. In addition, Leo was also a member of the IFIC team collaborating
with WHO Europe in the development of their Coordinated and Integrated Health Services
Delivery: Developing the Framework for Action. Most recently, Leo was appointed as Promoter
of the EIP on AHA B3 Action Group on Integrated Care.
Leo is an experienced programme manager having worked in academia, the NHS and
Welsh Government leading eHealth, chronic conditions management service improvement
and research projects and was responsible for the development and testing of NHS Wales’
predictive risk modelling (Prism) tool. Through the building of strong relationships with
stakeholders, Leo works with others to bring her knowledge, skills and expertise together to
co-design new transformational change approaches for delivering ICT-enabled integrated care
solutions to meet the needs of different populations.
CPME Vice-President and Chair of the CPME eHealth Working Group
Bernard Maillet graduated from the Antwerp University as an MD and did his postgraduate training in Surgical Pathology at the Academic Hospital of the Free University of Brussels (VUB). During his training, his research topic was the pathology of the gastro-enterologic tract and more precisely the pancreas under the mentorship of Prof. Dr. Günter Klöppel.
Soon he was involved in the Professional Organisation of Pathology in Belgium, first as a member of the Board and then as one of the Secretaries. This was the introduction for involvement in the Belgian Medical Specialist Organisation GBS-VBS, first as a delegate for the Pathologists in the General Assembly, then as a Deputy Secretary-General and now he is the Treasurer of the VBS-GBS. This organisation proposed Dr. Bernard Maillet as candidate Secretary-General for the UEMS in 2002. He has been reelected since then by the UEMS Council until October 2011.
Since then he has been proposed as International Affairs Officer for BVAS-ABSyM and with this capacity also Head of Delegation representing Belgium in the Standing Committee of European Doctors (CPME), the World Medical Association (WMA) as well as the European Forum of Medical Associations (EFMA) for the ABSyM-BVAS and the CNOM-NROG. At CPME Dr Maillet is Vice-Chair of the Working Group on eHealth and was elected CPME Vice-President for the upcoming Executive committee mandate 2016-2018. Dr. Maillet was elected at the Warsaw Counsil of the UEMS as the Treasurer for the upcoming Executive committee mandate 2016-2019.

DG Santé, European Commission
Tapani Piha works as Head of Cross-Border Healthcare & eHealth Unit in the European Commission. In addition to the implementation of the Directive on Patients’ rights in crossborder health care, the Unit also deals with privacy-protective data use in healthcare, patient safety and quality, patient empowerment, and health workforce issues. In the Commission, he has been responsible for Health Technology Assessment (HTA) policy, health strategy, health information, expert advice for health systems, health law, coordination of health research, and human resources management.
Right after his medical studies, he shortly carried out epidemiological and intervention research on health behaviours and cardiovascular disease. Before joining the Commission, he also held positions at the Finnish Ministry of Health, and coordinated Finland’s EU policies in health between 1995 and 2001. At the WHO Regional Office for Europe (1989-94), he was responsible for the Action Plan for a Tobacco-free Europe.
ESTRO Past President and Head of department of Radiation Oncology, Radboud University Medical Center, Nijmegen, The Netherlands.
After completing his medical studies at the University of Antwerp, in 1986, Prof. Philip
Poortmans was trained as a radiation oncologist at the Middelheim and Vincentius Hospitals in
Prof Poortmans is especially interested in breast cancer, quality assurance in clinical trials,
malignant lymphoma and rare tumours. Most of his publications focus on these topics. He
completed his Ph.D. thesis on quality assurance in clinical trials in breast cancer in 2005 at
the University of Maastricht with Philippe Lambin and Walter Van den Bogaert as promoters.
He considers himself to be a patient doctor with strong interests and a broad experience
in clinical research, education and management. He favours and stimulates a genuine
multidisciplinary approach to cancer treatment, the fostering of a culture of information and
consent towards each patient and, last but not least, the interdisciplinary teamwork with highly
skilled colleagues such as medical physicists, radiation technologists, and other experts in
specific domains within radiation oncology.
Internationally, in the framework of the ESTRO School of Radiotherapy and Oncology, Prof. Poortmans
serves as course director of the annual teaching course “Multidisciplinary Management of
Breast Cancer”, as liaison person for all multidisciplinary course and as core member of the
Educational and Teaching Committee.
In 2014 he was elected ESTRO President for a period of two years.

ICHOM, Charlotte worked as a doctor in Oxford’s hospitals and completed a
Fellowship in Clinical Leadership and Management at Public Health England.

Heinz Jörg Schwarz is an active IT professional with over 20 years experience in industry specific IT Architecture and Business Development in Government, Retail, Education, Technical Computing, and, for over 15 years, Healthcare IT. Jörg was Vice-President for Business Development at NextGate Solutions, Inc, after several years at GE Healthcare and Sun Microsystems. Jörg architected and implemented Health IT solutions for Picture Archiving (PACS), Administration (SAP R3), Health Information Exchanges (HIE), thin-client access, MDM/EMPI and Identity Management (IDM), and Scientific Computing Infrastructure, especially grid computing and early computing clouds around the world.
Since 2013, Jörg is Director, Global Business Development
at Afga Healthcare, with responsibility for planning, budgeting, launching, and
developing new product line for integrated care delivery, Population Health and

Sukhveer Singh is the Vice President and General Manager for the Oncology Continuum Solutions (OCS) business unit at Varian Medical Systems located in Palo Alto, California.
The mission of OCS is to enable global providers of cancer treatment to deliver high-quality, cost-effective, patient centric, coordinated multi-disciplinary care. Sukhveer is a technology enthusiast and maven. He believes in the transformational potential of informatics and is an evangelist for the adoption of mobility, big data, cloud-computing, and personalized medicine within healthcare.
Sukhveer has more than 18 years of international leadership experience in the healthcare and strategic consulting space, most notably with companies such as Philips, Siemens, and Bridge Strategy. He has expertise in product marketing, product development, service marketing, complete life-cycle software development, offshoring management, and cross-functional team management. He also plays an active role in organization wide strategic and operational initiatives like change management, value based pricing, and business processes optimization.

Paul Timmers is Director of the Digital Society, Trust & Security Directorate in the European Commission Communications Networks, Content and Technologies Directorate General (DG CONNECT) dealing with policy and R&I in ICT and health, ageing, public services, smart cities and cyber-security. Previously he headed the ICT for Inclusion and the eGovernment units. He was also member of the Cabinet of European Commissioner for Enterprise and Information Society.
Before joining the European Commission, he was a manager in product marketing and software development in a large IT company. He also co-founded a software start-up. He holds a PhD in theoretical physics from the University of Nijmegen, the Netherlands and a MBA from Warwick Business School, UK. He has widely published in the field of technology and policy, including a book on electronic commerce strategies and business models. He was a visiting professor and lecturer at several universities and business schools across the world including an EU Research Fellow at the University of North Carolina in USA.

Vio has an MS degree in Bioengineering by the University of Padua (Italy). She
is manager of Fund Raising Unit for Arsenàl.IT, Veneto’s Research Centre for eHealth
Innovation, a consortium among the 23 Local Health Authorities and Hospital
Trusts of the Veneto Region (Italy). Fund Raising Unit is a an activity that
offers support to members of Arsenàl.IT as regards identifying the chances of
funding at local, national and international level in the sectors of the
scientific, technological, and managerial development in the field of
healthcare. The aim of this activity is to identify solutions and realize
projects to answer precise needs, providing high value technical contribution
as for networking, interoperability, standardization and economic
sustainability. She is involved in many networking activities related to
European Commission, for example European Innovation Partnership for Active and
Healthy Ageing or many European events.
Vio is involved in many Regional, National and European
projects: she coordinated a randomized clinical trial for a telemonitoring
service for patients with diabetes in Veneto Region (European RENEWING HEALTH
project); she has developed good expertise in interoperable solutions, thanks
to the application of the most important international standards and encodings
(IHE profiles, LOINC, SNOMED, HL7, etc.) for regional projects; she is managing
for Arsenàl.IT several local projects that often applied IHE profiles or
Vio is involved since 2009 in IHE activities. She actively participated in many
European IHE Connect-a-thons, with focus in XDS, PIX, PDQ, XCA and XDW
profiles. Since 2014 she is involved in IHE EU Affairs. Since 2015 she is
involved in PCC Committee, also as editor of IHE integration. Since April 2016,
Elena Vio is Chair of EU Affairs Committee.
